8028 – Create 2 additional user accounts for Vanguard support service

Issue Summary: [8028] Create two additional user accounts for Vanguard support service with email addresses huimin.loo@actpl.sg and kahyee.Hoh@actpl.sg.

Resolution / Workaround: Two new user accounts were created on the support portal as per request, and users should receive activation emails. The IT team verified that the accounts were successfully created.
